Report by Lieutenant-Colonel H. D. Stacpole on a case of corporal

punishment witnessed in Victoria Gaol.

On the 13th. December, 1911, I was present when 24 lashes were inflicted on a prisoner. The method differed in many respects from what I have seen in the Army and I have seen many cases when flogging was a recognised punishment on active service.

The cat so used consisted of nine strings of whipcord about eighteen inches long, attached by a keeper to a drumstick. On each string were nine knots some two inches apart. The effect of the knots seems to be to draw the blood to the surface very quickly and to break the skin, causing much laceration traces of which remain permanently. Some consider that the release of the blood and collected serum relieves the pain. The back of a man so flogged was always treate -ed with carbolic dressing, and he was detained in hospital in some cases as long as five or six days. It depended on the number of lashes given. The cat when used was held above the head not drawn behind the back of the user.

In the case witnessed in the Gaol I noticed these

The prisoner's arms were drawn up so high in the frame work

that he was resting on his toes.

The strings (nine in number) of the cat used were some two

feet (or more) long and although without knots were some three times as thick as the whipcord of the Military cat.

In consequence of the length of the strings, and the

necessity of disentangling them after each stroke, the time

occupied was at least three times as long as a Military,

punishment would have taken.

The warder using the cat drew it back as far as his arm would reach and this combined with the length of the lash and the distance he stood away from the prisoner, doubtless

made the stroke a severe one.

The skin on the prisoner's back was not broken, but it began speedily
